Need Help making Dynamic into Static

ok, I use a script that when you click on a link you goto, "index.php?c=3", Is their an easy way to convert that into "index.php/3/" so its SEO freindly? I know its possible, and Ive seen it, so any tips would be great. Thanks.

Either mod_rewrite or create files

Can be done with apache's mod_rewrite or pages can be created
Sample of creating scripts
http://www.globalrealtyforsale.com
Summary pages and listing pages are created when listing is added
Dynamic e.g. relisting.php?relid=25&listingid=1034
created page = relisting_25_1034.php
The page is just 5 lines of includes but for robots and spiders its a frendlies page name.
