HTML with CSS you can get. but, finding logo is bit difficult. you can get. but, it will be a trademark issue. so, better try to design in your own for logo. other things no problem ...

I would recommend talking to someone on NP. You can usually barter with some NP$ if you have them or they can do it for free. A lot of people look for portfolio work and would not mind helping a Non-Profit Org. That is a lot better than using templates everyone has seen already.
