Need custom site created - PHP / MySQL

I need a thiscrush dot com lookalike made, except with a different concept behind it. Coding-wise, it'll be very similar:

1) A person registers and gets their own page, where people can leave crush confessions to them. They can make it anonymous, if they want to.
2) Data gets submitted to a PHP database, and can be viewed by anyone.
3) The person who registered for his own page can log in and view private confessions that were marked as such.
4) There can be an image generated, saying "X confessions have been made" linking to that person's confession page.
5) As I said, there's a different concept, so I will give the chosen coder the prompts that are to be put in.

I'm paying up to $80 for this job. No designing is required, just raw code that I can put into XHTML & CSS as an include, please! I'll take care of the designing. If you charge $10-$12 per hour for PHP / MySQL coding, this job's for you, since coding and debugging it shouldn't take longer than 6-8 hours.
