Need Coder: Excel Workbook Program to Webpage

I have an estimating program in an excel workbook that I'd like to have made into a webpage.

If you have experience putting a pretty front end page on xls databases, please PM me with your NDA (non disclosure agreement). My budget is low $XXX.

Interesting but simple

Yes it can be coded in php it is actuly very simple did it at snaresystems. But I dont meet his requirments so mhm. It will be more tedious than anything. But yes the computations would be done with php as well as getting the info than you could do soem fun stuff with javascript and of course the layout and design with Xhtml and css.

That is about it.
