Need a website with forum designed

I need a website with a forum designed. I have purchased a vbulliten script. Site will need a banner rotation script to cover multiple banner spots on the site and forum. Would like a banner layout and system like namepros has here that lets users upload there own banners on the bottom and top banners being a "company banner" site will have about 5-7 pages plus the forum. So you want an ad manage system for your forums? Before you pay someone to create you one did you check out hotscripts.com to see if there was an open source one availible that can fulfill your needs? Or maybe a script you have to buy will be exactly what you need.
