Need A Simple & Professional Looking Webpage

I need a professional web designer who can provide me a web template for pure articles based website with a banner image and list of side menu options. I should be able to maintain the website myself by simply adding more menu options for the my articles.

The articles will contain the Adsense code embedded within it. So the layout should have the perfect placeholder that should blend with the theme and background color of the webpage.

My budget for this design is $20.
