Anyone knows how to create a News section for my Forum?

Need it to be in Php and mySQL.
Want it to be compatible with my Vbulletin forum.
Any users who wished to apply to become an editor can apply through the "Apply as Editor" link. They will need to be logged in to their Forum user name and password to apply.

Concept:
Main page - Like this http://sleague.com/index.asp

News Page - Like this http://www.premierleague.com/fapl.r....fapl.website.news.NewsItem&categoryCode=News
