Need a PHP coder ASAP!

I have this project that needs to get launched pretty quickly and I need to get some quotes from anyone interested.

Rough outline:

I need a PHP/MYSQL backend that is basically a user registration/login that records the pages they visits and gives points to a point system. The user can then login and use their points to enter contests. I need a full admin panel that controls the contests, the pages, and allows the admin to alter, award and give points. The script is actually farely simple I just do not have time to get this done. Please give me price quotes and we can discuss from there.
