Need appraisal. is it good to auction or do negotiation first?

About your domain, I'd let it start at 60. Just my opinion. Like the other guy said, if this were 1991, you'd have struck gold!

I think i would be glad to sell the domain at the rate that you have received offer for. I do not think it may do better with that. If you take it to auction you may have to spend further 39$ which is an added expense.

It is up to you to decide now. If you there are any promotional chances for the domain you can take it to auction.
