Reg. fee+, IMHO (wholesale and undeveloped). I consider the .CC's and .WS's to be among the lowest valued domains, especially when in comparison with .COM's/.NET's/.ORG's, as I see it (and at the Wholesale level). Certainly, great keyword base terms can have value to someone, as well as along with a developed site (where popular, cool content could overcome the extension). I don't see this one being in that GREAT "keyword" category, though certainly it's not bad (base term for the other one you mentioned, in a much more viable country extension).

www.enic.cc wanted 250$ pr. year for this domain, since it was a "premium" name, but when I found out that it was possible to reg it through Godaddy I couldn't resist it...
It's kind of cool to own the first .cc domain name, and its also my first .cc reg..
