This is my opinion,
I think that the main target of mtld right now is to be able to promote .mobi, and they had reserved that long list of premium domain names to try to be sure that those domains would be bought and developed with a .mobi site.
The domain names sold in the first auction are not developed yet, and probably the following domain names auctioned won't either. Probably mtld is waiting for the final of the RFP process to check if this way of rolling premium names is better to asure that there will be a .mobi site working behind.
Dotmobi needs .mobi GOOD sites working and soon, because otherwise, since the announce of .mobi rollout last summer no RELEVANT .mobi sites have been developed, and that could seem that actually they are selling smoke.
