Considering the fact that it is a free script, and that the list only has a couple of proxies, I would appraise it at low $xx.

If you want to develop it further, I would recommend running a NP$ Incentives offer to get people to add their proxies. I've done that a couple of times, and one of my topsites really took off after that.
