As you had posted stats in an earlier post, I assume you are the owner. So are you looking for an appraisal? Re-sale to a domainer or looking to promote to an end user? Are you asking because you have an offer?

Currently Moscow.tv is under construction, but the same time I received an email where someone is asking if I would like to sell this domain name without the content. Very few registered users are from Russia, others from mostly United States and Canada.

How much was discussed in the email that you received?

There is potentially very good value here with a developed website, IMHO.
