Double plural hurts. Plus, doesn't make the best of sense. Mortgages for citizens (or people)...it goes without saying, who else would mortgages be for? A mortgage by definition is an agreement between you (a person) and the lender...so of course it would be a citizen / person. Putting that word in makes it a little unnecessary, from that point of view. IMO
