Yes, but with the Namepros special pricing, this fee is only $0.25 at Moniker as well.

how do i go about getting a refund at godaddy?

Almost all registrars offer 4 days grace period.
But since Moniker is offering a special promo for namepros members,it is advisable to use moniker's services.

EstDomains like most if not all that use Directi / LogicBoxes charge $1.00 for dropping a domain in the grace period as apparently Directi / LogicBoxes charges them the $1.00

First of all not all registrars offer the ability to refund your money
Second you can't do it with a batch of names usually this can happen for one or two so it's different when we speak for tasting and refunding
