Thanks, that's exactly what I was planning on doing. The only problem is that I'm getting stuck on what software to use and how exactly to execute.

I'm considering using Joomla with mtree directory module and am RSS news module, so at minimum it'll be a directory of mobile advertising sites with the latest industry news.

If you could point me to a better idea, I'd really appreciate it.

You really won't need CMS for this type of website, your looking atleast 2-3 pages per ad network to provide some good unique content and bias opinion on them. Lets go with the following example, you use 5 networks. At most you should have around 30 pages max for the site, each page should be rich with content. Proper on-page and off-page search engine optimization should be taken into account while developing it.
