Missing Notepad from IE

I am missing the notepad to view source, so having trouble seeing where the error is in one of my WP installations.

I googled a fix and found this source to fix notepad.
http://windowsxp.mvps.org/Accessories.htm. I saved it to my computer but am unsure how to now install it.

Appreciate any help!
