Ive had my site for 2/3 months now, and google can never find me meta tags...

Go with either of the above - it looks to me as if you just have things in the wrong order.

All you really need is:
most important meta:
<meta name="description" content="Short description w/keywords">

Nice to have, but not many SEs use it:
<meta name="keywords" content="keyword1,keyword2,keyword3....">

Not really necesarry, but..... :
<meta name="robots" content="index,follow">

first one tells the spider that it can crawl all content.
second tells the spider when to return and how often.
third tells the spider the type of site I believe.

I think thats pretty much spot on! :)

It should be "robots", not "robot"... ;)
http://www.robotstxt.org/wc/meta-user.html

And the "return-after" and "rating" doesn't really do much more than just taking up space, since most spiders/SEs ignores them anyway...

Yes..

<meta name="robots" content="follow,index">
It's not really needed, since that's the default settings for most spiders, but it doesn't hurt to add it either.. :)

No.. :)

Is there value in putting typos in the meta keyword section??
Very few SEs pays any attention to the keywords meta tag.
But it doesn't hurt to put typos in there since they may put some (tiny) weight on them..
