Repeatedly new members or members with negative feedback are bidding for domains and not paying for the auction after winning it, wasting time and affecting cash flow. What is the best way to prevent the problem, should members with positive feedback only be allowed to bid for domain names?

Well it would be nice if only people with X number of messages could reply to auction threads. But maybe you could stipulate that in the original post? Something like 'bids by members with less than X posts are void and will be ignored'?

The buyer is saying that he or she cannot open a paypal account and so payment is delayed. For how long should the buyer wait in such cases, can the bid be deleted.

It is a buyers responsibility to ensure they can pay via the specified method a seller outlines in the sales listing. If they can not, they should not place a binding bid.

As indicated in the rules the member linked to above, If no payment time is specified in the listing, the default 7 days to initiate the transaction applies. If the buyer still has not honored the agreement, you should click the "report" link in the conversation so a moderator can get more involved.

Well, I've got a very arrogant buyer "pro" - @BrandXDomains - with 1000+ positive feedback, no less, refusing to pay a silly $15 for the domain he won at auction!

His rationale: he is unable to set up an account with a registrar (specifically FastHosts.co.uk). I'd believe that, except I went out of my way and offered to set up the account for him. No reply. He says his action is in line with NP's TOS! Well, he's a very busy nurse in real life, to hear him tell it, so no big surprise he's a bit out of his depth here.

I think we need better worded TOS. Simple, yet more specifics. Current one obviously leaves too much room for interpretation :(

As long as you disclosed the registrar in your sales thread prior to any bids, it is a buyers responsibility to ensure that they can receive a domain at the sellers specified registrar.

It appears that you have already reported this and that a moderator is actively involved. I have full confidence that the moderator in question can assist you in resolving this matter.
