It was registered for a two year span to start with in April of this year, by someone working for the Laveley and Singer company (PR guys?) in Los Angeles, California. Here's the recent news story on it:

GIBSON'S GIRL SUES OVER WEBSITE
(WENN NEWS -- HOLLYWOOD) Mel Gibson's pregnant girlfriend Oksana Grigorieva is suing a group of internet entrepreneurs who snapped up her domain name.
The Russian singer is accusing bosses at web hosting company DreamHost.com of 'cybersquatting' on the site OksanaGrigorieva.com - and making it look like her official website.
Her lawsuit was filed this week in Los Angeles.
Grigorieva is currently expecting her first child with Gibson.

As a sidenote, one subtle thing I always find funny is the way the media sides against all domainers in much of their language: when a star gets a domain name related to them, they just "got" a domain, or have "now gone live" with a domain. But when a non-star does the same thing, they "snapped" it up, "snatched" it up, or "grabbed" it up! Pretty funny stuff.
