Well I guess you can go to Various forums and tell people about yout Forum

Try affiliating your site with the sites mentioned here:

first off you need content, so get people posting.
Get plenty of link exchanges with RELEVANT sites.
then submit to search engines.
After that buy some cheap untargeted traffic.
That works for me.
