Mambo open source??

I have recently been snooping around the mambo website after a user on here had a very nice site design. What i cant get my head around, does mambo give you a template and cms or just the content managment system to implement into your own website. And is it free?

Also i am back on internet explorer as ebays turbo lister doesnt support mozilla (Took me bloody ages to find that out and 4 days earnings!)

Mambo provides the CMS and a couple templates with the initial installation. You can download additional templates, or modify the embedded CSS and graphics to create a custom look.

Yeah you get a few templates with mambo but NO FORUMS with it
