You will earn $1 for submitting a product, service or etc...
You will earn $0.5-$1.5 for reviewing it.
You will earn $0.1 for grading it.
You will earn $0.01 for rating other person's comment.

Minimum payout is $20 via paypal. International users should write a short article about theirselves. USA users aren't required to do so, as they are accepted automatically.
I'm not from USA and I was accepted, so it's not difficult to get in there.
