Looking to trade with programmer

Hi

I am looking for someone who can code well in xml / xhtml / action script / css and php.
What I am hoping to do is create sliced .psd templates and have them coded by a professional programmer. Basically, looking for someone who can do coding at cut-costs and I will do same for them, so when a client needs a great design from the programmer, he can outsource to me for a lesser price and when I need programming I can outsource to him for a lesser price.
