Looking to be pointed in the right direction (PHP).

Ok for a new site I'm making we need the following:

- A database with a user friendly back end to input things. What's entered is then displayed on the site in a set format.

- Comment system with CAPTCHA.

- User rating system (per IP)

- A sub menu, this could be simpler than what I'm getting at but what i want is so when you hover over a link in the nav, more links appear in a second nav below.

I don't really know PHP, lol. If you could point me to free scripts or tutorials for any of these, greatly appreciated.

database with user friendly backend: most mysql databases come with PHPMyAdmin installed, ask your host. if it's not installed, then it can be easily installed yourself.
