I am needing a website built that has the following features:

Needs to have a secured area for members to login to get access to downloadable products and information.

Needs to allow clients to signup on the website (send me an email when they sign up) then direct them to pay the 1 time members fee via paypal. Then, automatically, once payment has been made, assign them a login username and password to access the members area. The logins and passwords need to be unique for each individual that signs up and need to be delivered to the new member immediately after payment has been received wth me having to do anything.

Also would need an affiliate script (free or cheap) added and working with this, so that affialtes can sign up and when they get a member to sign up, they get paid 20% or something like that.

Site must be able to handle as many as 8000 members (database of usernames and passwords and script involved).

I am more of a web designer than a programmer although I dabble a little in it....but this is out of my realm.

Any help or people interested in helping me on this project would be greatly appriciated...I can pay you, but do not have a very big budget...I would be willing to exchange links on PR4 and many other sites for work as well...

You may find www.verotel.com of interest. Think they do about everything you've described apart from you'd be using verotel instead of paypal.
