Local Business Domain Name Question

I have seen (dot)coms available that match local businesses such as joesautorepair(dot)com (just an example) that when googled I find businesses in other towns with the exact same name.
My question is whether it would be considered ok legally or ethically to purchase the domain name and either try to sell it as is to one of these businesses or perhaps develop them into a website then try to sell it to them.
