Laos is not a stable country and not a country I would trust to brand it to foreign users on the long haul. They could cease branding it as Los Angeles anytime they want and restrict it to local users. It's not exactly a stable country with a reliable government, which i do consider as quite important to trust the domaining side of the country.
Add to that that in the States most people are used to .com, .us is on the rise as well, so I doubt a lot of people are waiting for city extentions. Maybe it will work with keywords.
PS does lakers.la or galaxy.la exist? Those are the main sporting outfits of the city, no? (although I doubt they'd consider using .la over .com or .us)
