Java Menu Opacity Problem

I have a JAVA Navigation Bar and I the Opacity for the background of the 1st and 2nd level drop downs don't work lrcchome.com/LRCC5/

I tried several ways and I was unable to do it.. I know it's possible galpin .com has it

Start with your first menu.. That leads the way in errors. then scroll over the second menu ect.
