Yes,,, but too copy and paste it ...word for word. Pretty sure any SEO expert that I know, wouldn't do that or recommend it..

Yes....usually a "brief description" then a "see more" kinda link back to original article.
My feeling is

The thread/post might just be to indirectly promote his SEO writing services (esp. considering low post count), but he is not trying to sell/promote anything directly in his post. It’s formatted more as an informational piece about user experience/google ranking, so it might be a bit out of place in the Advertising Board section.

The second link was intentional. He needs to format his post like
since he is posting something he has posted elsewhere already.

This is an axiom, so can't understand what ranking has got to do with it. Google is not everything. Just like any business, I believe the most important criterion is your conversion rate, except if you're running a charity website.

So I rely on CTR (click trough rate) and average time users spend on website/pages - result of good content and relevance.

And beware of laying too much emphasis on ranking these days. In fact google has just phased out page ranking - at least to the public.
