Cos I seems to be outbid INSTANTLY by the same person everytime.

Yeah that is an automated way of bidding. It specifies a CAP and when the amount is under that cap it bids a little bit extra then the actual bid placed. That way the guy doing this proxy bidding stays on top. You will have to place a bid that is bigger then the amount he has entered for the MAX he is willing to go.
