Is it safe to transfer this name???

The buyer has emailed me-

I have some problem :

"Please resubmit your payment.

- Your payment has been denied for the following reason:

Your credit card issuing bank has authorized the funds, but our processor has refused the authorization since we are unable to determine where your credit card was issued. Please respond to this email with the location where your credit card was issued and the billing statement address or choose another payment option.

To resubmit your payment, please sign in to your account at Escrow.com."

I will call them to explain, pls be patient, sorry for delay

Agreed, better to be safe than sorry. Don't transfer until Escrow tells you to.
