Is it normal to be charged for transferring a .co.uk?

I wish to transfer a .co.uk domain from names.co.uk to 123reg, unfortunatly names.co.uk say they make a one off charge of £10 + VAT 'to cover our administration costs.'
Is this normal practice or have i just picked a dodgy company to have registered my name with in the first place? (i now realise they also charge a lot more than competitors for registrations)
Have i just got to swallow hard and pay the charge or is there any way round it?

When I've transfered co.uk's from 1and1 to 123 reg I havn't been charge by either company but I wasn't changing ownership of the domain.
