say you buy the domain Exxon(my city).com, and market it to the multiple exxon gas stations in the area, is that against USDRP and considered bad faith? And this is just an example, I really dont intend on selling a gas station a domain lol.

There's no answer that covers 100% of cases, it depends on the TM holder's licensing policies. Some will allow you to include their TM's in domains under certain circumstances, while others might prohibit it completely. This issue has to be evaluated on a case by case basis. If I had to guess, however, I would say that most would not allow what you describe.
