I think it's hard to do anything with this. It seems to be a brand name. You would probably get traffic from people looking for the .org domain but they wont be targeted to your current content. If the .com site had a referral program then you might have been able to make some money that way.

You could buy it, track the traffic for a month and then approach the owner of impactchicago.org - pitch it as traffic they're missing out on.
