First you have to register a domain.

I recommend either here at Namepros.com ( http://www.namepros.com/domainreg.php ) or Godaddy.com

Once registered, it will be online. You will need to find a host and buy hosting. Once you have a host, change your nameservers (Will explain later), then add your HTML and you will have a website. :)

Even if you're free to hosting, but plan a serious project, I wouldn't recommend you to go with a free host. You can start with the cheapest shared plan, but the plus here would be your hoster's assistance in changing nameservers from those of registrar's to hoster's.
