Illustrator Help (AI)

I have an ai file and I am trying to replace an image in the file, however I am having a lot of problem with Arranging the item to replace the old picture... for some reason I can't get the image to be in the correct layer.

It ends up either in front or behind the other layers..... I am not too familiar with AI so please walk me through it ( I tried the arrange - bring back and forward as well)
