I know there is alot of people that have site ideas but dont know what to do with them. So, im making a site and anyyone 1 person with the best unique idea for a site I should make can partener up with me and i will pay for the expensis.

I think you mean "they have ideas, but they don't know in which manner to employ them". Besides that, I would be really cautious about this, especially if you plan to partner up with someone you don't know on the internet.

Its a website I will get to know them through the working with them and its a website not like where are partener with a banking acount or something.
