I'm not sure if it's just me, but those one sentence "I like this post" or "Thanks for the information" replies are annoying. Is it possible to make a rule that users should use the thanks feature instead?

For me personally, I don't find those sentences annoying. In fact, I welcome them as a way for the user to express his/her thoughts. Those are generic expressions which I come across naturally everyday.

Actually, the Thanks, Like, Dislike feature has helped cut back on a ton of one liner post pumping / post count inflation such as: Thanks, good info, great read, good share, etc. (as well as gibberish posts, copy paste, and one liners that don't contribute to the discussion).
In the event we see the same member doing those a lot, we remove the posts and send them a warning, letting them know that post count inflation and post pumping for sig exposure is considered the same as spam. If they continue, they end up getting infractions which eventually lead to account closure when they exceed the max 20 point per account allotment.
if you see the same person doing those things a lot all over the forums, feel free to use the Report Feature (Triangle icon to the left of their post)
