Sorry, although you won't get what you are asking.

Firstly, to be truly digg proof you'd require a dedicated server (a shared server would probably just crumble if the digg effect occurred)

Although if you do want shared hosting, then you certainly couldn't get 100GB of bandwidth for $10 per month (unless you want to go with an overseller)

Either way, I'd suggest that you forget about the Digg proof aspect (most servers would do decently against the Digg effect) and then either raise your budget or lower your bandwidth allocation to suit your ideal budget
