I just got a email, and wonder if its illegal to sell google's top paying keywords?

well the sites got pagerank..soo uhh.. i woudnt think its a big issue. google is a public company now and the rates are public information on its site if you create an account... dont recall anywhere reading that adwords users couldnt say what they pay....
