I mean, the tricky part is to spend as less money as possible of course, e.g. the niche of Web Design and Web Hosting.

What I can come up with are as follows:

1. Do some research (probably choosing a nice sub-niche)
2. Choose a domain (I love creative brandable names rather than keywordy ones)
3. Build a site (technical part)
4. Start writing original articles for the site based on more researches / Making useful compilation or online tools
5. Submit to directories (I would never do this, just not working for me at least)
6. Submit to authoritative article directories (really really big ones only)
7. Help others as much as you can on related forums / Be active on social sites and similar online communities / Make friends
8. Keep going with 4, 5, 6, 7.
9. Build a network of niche sites around this topic?

constantly ask yourself if visitors of the site are able to accomplish the vision that you set forth

keep thinking of new and creative ways to promote your site sponsors

all good suggestions. if you can't break into the serps, then you need to create something great that people will flock to. i.e a better experience for people.

go for a great brandable, not a purely random one. it should have a loose connection to the topic, match the tone of the site, and be unforgettable.

think about all of the 'alternate' advertising strategies - starting a forum, writing articles, comments, giving away free tools or help, even paying for advertising.
