How to pay someone in Romania?

I'm not sure if I am posting this in the correct forum. Not sure where this question would go.

But I need to pay someone on this board from Romania, $35. The agreement was to pay him by Paypal. But after the job was done (a contest), he said he did not accept Paypal, but that I could use Moneybookers instead. This was very inconvenient for me as the money I was going to use was in Paypal.

However, I go on over to Moneybookers and join, but now I can't use my card there because of some type of processing restriction (I believe it is because moneybookers is considered a "gaming" site.)

I tried to then send the $35 by Western Union, had trouble there and after all was said and done it was still going to be a $15 transfer fee! So this is out.

I offered to send a cashiers check/money order, but he said that the only bank that would take it in Romania also charges an exorbitant fee.

I don't know what my other options are. What are other ways to send soneone in Romania a payment? Apparently that country is not allowed on Paypal.

Moneybookers is the best option. It only takes 3 days or less to validate the credit card. Or you could use mondopay. You can pay with paypal and he can receive them and withdraw them. Though i think it's a $5 fee.
