How to Launch and Promote a News Website

I am almost determined (not almost actually, 50%, lol) to start a news website. But before doing that, I have couple of big questions I need help with. I have googled for some information and have found some great answers. But I would appreciate to receive guidance from professional Internet marketers here and/or members who have experience of managing news websites.

Few things to let you know first
I am thinking of starting a TECHNOLOGY news website. Secondly, I am not going to write content myself, in fact I will be focusing 95% on syndicated content.

Questions are;
1- Is syndicated content (from other reputable sites) a realistic approach for launching a news website?
2- Can I apply for Google News to get my site approved as a Google News Site? OR, does google only consider/approve news websites with unique content only (no syndicated content)? I have read a little about it in Google's guidelines but am still confused.
3- Once the site is ready and populated with content, which methods should I use to attract visitors and promote the website for better search engine visibility.

I know these are lengthy questions, but fear not, as I have fair SEO knowledge and can understand commonly used SEO marketing terms. Just need a base to set things up.

If you're just aggregating other content, you won't get accepted. Why would they need your site when they can get the content from the source?

If you have some original and some aggregated content, you need to block the latter from Google with robots.txt.

Having mostly 3rd party content will hurt you from an SEO standpoint. You need to add value. https://support.google.com/webmasters/answer/66361
