The easiest way would be to put the browser in Window mode (not Fullscreen) and just drag to resize and shrink it. If the website adjusts to the window size, then the website is responsive. You can also check different screen sizes on different devices, like tablets or mobile phones.

Alternatively you can use an online checker, there are plenty of them:

http://www.responsinator.com/
http://ami.responsivedesign.is/

...just to name a couple.

The best and easy way to check the website is responsive or not is to resize the window size as said above by the @Rado_Ch .

I use a failsafe method by doing these three steps through development:
  • Resize the window as mentioned
  • Check http://quirktools.com/screenfly/ for how it may appear on different devices
  • Go to the website on physical devices owned (tablets, smartphones, etc.)

This ensures that it's not only responsive, but the code implemented is cross-browser compatible and the end user gets the best experience possible.
