How to develop a tutorial site?

hello,

I want to develop a website which a big part of it is going to be dedicated to tutorials and guides, even though the net seems full of such website I can't find any kind of useful information about it. The closest I found to what I've been looking for are arcade and video scripts, so...are tutorial sites also php based? also, where can I find more resources if I am willing to create one from scratch?
