How to develop a directory?

I see that everyone has a directory and that they are allover the place on ebay, with page ranking. My question is, that if I have a domain that I want to use for a specific directory, are there templates out there with the whole submission interface, or do I need to pay some one for the design. And, or is it better to buy a domain and site with established page rank and somehow use it to bring along the other?

Any input would be great.

This might not be the best forum for this question, but since everyone is so helpful.

What is the best way to develop traffic and ranking for a directory? I know that content and article writing are great methods for most websites, but what methods would be the best for creating traffic and ranking for a directory? How does a directory naturally grow according to the bots. Is it the amount of people submitting listings?
