How to create a member section

hello,

for my web project , i'm trying to create a member section on my website.
but i have no idea where to start.

anyone can suggest a good script.

it needs to do the following :

members login and can browse downloads, adverts, etc
in their memberspages.
needs an admin section where i can manage members, and manange the downloads.
