where are you getting this from? if google doesn't update the tbpr for 6 months then you can't get a pr anything shown for 6 months - period.

According to my SEO experiences & researching. Anyone can achieve max PR 7 of 10. I personally never achieve the PR7 but I have thinking in next time for it. :D

I think that any web site have PR just born on google. and have it changing constantly but we see the changes for the toolbar PR only. So do nor worry - everyweb site have PR. In most cases it is not shown till PR update
