No. Those spammy "free link submission" sites won't bring you real traffic and can get your site penalized. Don't send that garbage to a site you care about. It's 2014, not 2002.

"Link submission" is a different practice than "develop a social media presence of your website".
The first one penalizes any site, right now.
The second one , if properly done, could improve drastically the traffic on the site.

if, you have a "viable" website, then it will get "crawled" and possibly added by various SE's.

"linking" is more about "connecting" with other sites that have "relevant/related" content to yours.

Those are not "link submission" sites.
It's nice to have a link from Stumbleupon or Reddit if you EARN it (and they can send some awesome traffic), but "link submitters" who just use the sites for self promotion usually get banned as spammers and the link(s) deleted.

Now a days you have to be careful even leaving your website in your signature. You leave a post on some website blog they ask for your website, don't do it because depending on site could hurt your seo not help it.
